Yapay zekâ teknolojisinin uluslararası ilişkilerdeki yeri ve büyük güçlerin bu alandaki çalışmalarıThe role of artificial intelligence technology in international relations and the works of great powers in this fieldEdanur GünayProf. Dr. Haydar EfeYapay zeka (Al) teknolojisinin tarihsel süreci kavramsal ve teorik açılardan analiz edilen bu çalışmada, Al teknolojisinin uluslararası ilişkiler disiplinindeki yerini siyasi, yönetim, diplomasi, askeri, ekonomik, güvenlik ve savunma alanlarında nasıl etkilediğini ortaya koymak ve gelecekte nasıl etkileyeceğine dair öngörüler de bulunmayı amaçlamaktadır. Bu kapsamda Dünya siyasetinde önde gelen yapay zeka üreticilerinin (ABD, Çin ve Rusya) bu alandaki çalışmaları ortaya konulmakta ve yakın gelecekte yapay zeka sistemlerinin politika ve karar alma süreçlerinde nasıl bir rol alacağına dair üstleneceği öngörülerde bulunulmaktadır. Ayrıca insan zekasından farklı işleyen düşünce süreçlerine sahip sistemlerin beraberinde getireceği olası senaryoların uluslararası ilişkilerde yerel, bölgesel ve ulusal açıdan güncel ve muhtemel etkileri vurgulanmıştır.In this study, which analyzes the historical process of artificial intelligence (AI) technology from conceptual and theoretical perspectives, it aims to reveal how AI technology affects its place in the discipline of international relations in the fields of politics, management, diplomacy, military, economy, security and defense and to make predictions about how it will affect it in the future. In this context, the studies of the leading artificial intelligence manufacturers (USA, China and Russia) in world politics are presented and predictions are made about how artificial intelligence systems will play a role in policy and decision-making processes in the near future.
