Assessment of act of fees a.28/a and a/32 in light of judgements and new legal regulations

Özet
Legal rules must be regulated to facilitate access to the person‟s rights. Regulations that make it difficult for the person to access his rights, make discrepancy to freedom of right search. Such arrangements exist in our legal system as in many countries. This study is designed to focus on the arrangements in Turkish Fees Act 28/a and 32nd articles, that prevent or do not prevent access to the person‟s rights. On this issue, The European Court of Human Rights‟, the Turkish Constitutional Court‟s and Supreme Court of Appeals‟ decisions are investigated.
