Özet

The purpose of this research is to determine the opinions of the academicians regarding the new associate proficiency criteria published in the official gazette as a result of amendment of the resolutions in law and law with the Higher Education Law No. 7100. The research was conducted based on qualitative method. In this context, 244 academicians from Erzincan University, Fırat University, Bitlis Eren University, Afyon Kocatepe University and İnönü University participated in the study. Based on the relevant legislation, a structured and semi- structured interview form was used by researchers to collect data. The data were analyzed using content analysis and descriptive analysis. There are also some original expressions. As a result, it is observed that opinions about the legal regulation related to associate professorship are rather scattered, and many academicians are reluctant to express their views. Survey findings do not coincide with legal regulations in terms of foreign language score. Academicians have some concerns about the conduct of associate professor oral and assignment processes by universities. Participants stated that some regulations on associate professions make this process open to misappropriation. It has been seen that non-objective situations may be the subject of scientific studies and in the process of appointment. However, the ultimate impression taken is that the legal regulation is missing. It is suggested that the appointment of associate professorships and professors should be done centrally when the conditions of allocation are met. Foreign language skills are a must for academicians. However, current exams are far from testing foreign language skills in all aspects. Foreign language examinations need to be changed to include all skills. However, there is also a need for some encouraging, facilitating action plans in this process. University academics should provide opportunities for them to practice instead of developing their language skills by solving tests and reading books.
