Four voices, one region: local and Western media coverage of regional relations in Central Asia

Mukasheva, Zarina; Akhmedyanova, Dana; Nogayeva, Ainur

This article examines the extent of divergence between a binary opposition of Central Asian local versus Western outlets by expanding the focus and incorporating four categories of media, such as local state-controlled, local independent, Western critical and Western liberal-pragmatic. Drawing on quantitative and qualitative content analysis of news coverage from 2018 to 2023, the study identifies both convergences and discrepancies across these groups. The study argues that media outlets emphasize certain issue areas while marginalizing others, thereby exposing structural biases in how regional relations are represented. The results show that while state-controlled media dominate visibility by promoting selectively positive narratives of cooperation, independent outlets introduce limited but crucial pluralism, and Western media, both critical and liberal-pragmatic, amplify risk-oriented framings, together producing a structurally biased and fragmented representation of Central Asian regional relations. Such divergences not only shape local and Western perceptions of Central Asia but also contribute to the construction of competing narratives about the region’s political trajectory, economic development, and cultural identity and highlights the need for media plurality in Central Asia.

Party Politics and Immigration Trends: Current Dynamics and Policies Around the World

    Gulmez, Recep

Political party tendencies significantly influence policies and public opinion surrounding migration and forced migration across the world. Right-leaning parties often emphasize border control, national security, and cultural cohesion, advocating for stricter migration regulations. They may frame migration as a threat to national identity, leading to restrictive asylum policies and limited support for refugees. On the other hand, leftleaning parties will most likely advocate for humanitarian approaches, ridden with human rights, social inclusiveness, and international solidarity. They usually support more extensive migration policies that have integration and fair treatment of migrants as their focus. However, these party trends are subject to regional and historical contexts for their effects. Forced migration, quickened by conflict, climate change, or economic instability, further complicates these debates, as policymakers try to weigh their domestic concerns against their humanitarian obligations. This dynamic shapes both national and international responses, reflecting the complex interplay between political ideologies, global governance structures, and the realities of displacement faced by millions worldwide.

From Nur-Otan to Amanat: Kazakhstan's Internal Political Transformation Through a Party's Evolution

    Nogayeva, Ainur

Following Kazakhstan's independence, numerous political parties emerged, evolving through amalgamation, closure, and consolidation. Among them, the party established by the first president has endured as notably resilient. However, the trajectory altered significantly with the events of "Bloody January" in 2022, delineating a distinct "pre-" and "post-" phase in Kazakhstan's history. These events precipitated profound transformations within the government and civil society of the young nation. In response to the turmoil and internal strife, troops from the Collective Security Treaty Organization (CSTO) were deployed into Kazakhstan. The decision to intervene remains a subject of deliberation both domestically and internationally. Nevertheless, an unequivocal outcome is evident: despite abstaining from military engagement, CSTO forces played a pivotal role in reinstating constitutional order within Kazakhstan. Since the onset of the January events, discussions have centered on the conflict between elites, characterized as a struggle between Kazakhstan's first president and its current leader. Despite initial denials, subsequent developments - including the curtailment of privileges for the former president and his family - suggest otherwise. Actions such as the removal of the "elbasy" status, criticism of past leadership by President Tokayev, and the transfer of assets from Nazarbayev's relatives to state ownership reflect significant political and economic shifts, laying the groundwork for a "New Kazakhstan." These changes have impacted various sectors, particularly political reforms. The previous emphasis on "economy first, then politics," advocated by Nazarbayev, has been supplanted. President Tokayev has undertaken reforms in political spheres, notably reducing presidential powers, enhancing parliamentary rights and authority, amending the Constitution, conducting a referendum, and implementing numerous domestic political initiatives. Founded by the first president in 1999, the Otan Party was renamed Nur Otan in 2006. The party's name was changed again in 2022, reflecting the founder's new direction. The evolution of party building in Kazakhstan is clearly visible through the example of the ruling party. With the initiation of political reforms in Kazakhstan, President Tokayev not only renamed the party but also left it; he is now officially nonpartisan. Despite this, the ruling party, now called "Amanat," remains the main political force in the country. In the lower house of Kazakhstan's bicameral parliament, the Majilis, "Amanat" holds the majority, while the other parties have not presented serious competition on any issues to date. The political transformation of independent Kazakhstan will be examined through the prism of the ruling party from its inception to the present. The development of party building in Kazakhstan serves as a litmus test, reflecting societal development, the relationship between society and government, and the dynamics among the ruling elites.

Batı Kültürel Emperyalizm ve Protestan Misyonerlik Faaliyetleri: Türkiye Kürtleri Örneği

    Gulmez, Recep

Is EU democracy promotion aligned with local media perception in Central Asia? Findings from content analysis

Mukasheva, Zarina; Temirov, Anuar; Akhmedyanova, Dana; Nogayeva, Ainur; Efe, Haydar

In the 2019 European Union (EU) renewed Strategy for Central Asia, the promotion of democracy in the post-soviet republics of Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan is singled out as one of the key priorities. This article aims to examine whether there is an alignment between the EU self-perception on democracy promotion and its external perception in local media. The question is addressed through quantitative and qualitative content analysis of the EU key documents for Central Asia and local media outlets from 2019 to 2022, using the Nvivo software. The research findings indicate that both self- and external perceptions align in the context of the EU human rights promotion for Central Asia. Drawing upon these findings, this article argues that the EU democracy promotion endeavours are predominantly grasped in Central Asia within the sphere of human rights, while comprehension of other facets of the EU democracy promotion agenda remains intricate. Consequently, as the EU normative agenda faces ongoing scrutiny within Central Asia, it is advocated that the EU undertake a thorough reassessment of its approach in the region, aiming to foster deeper understanding and alignment with local perceptions.

Abd’nin afganistan’dan çekilişi ve bölge güvenliği

    Nogayeva, Ainur
