Tuysuz, Suat; Varol, Cigdem; Çiçek, Ihsan
Institutional and cultural traditions, usually shaped by non-economic factors, help to reduce the transaction costs of firms, particularly the costs of knowledge transfer. This study attempts to explain the effects of non-economic factors over voluntary business associations (BAs) and highlight the concept of “borrowed institutionalism” to illustrate the constructive and destructive power of BAs in their use of their relationships with the political establishment for their members. In Türkiye, BAs are not only economic actors but are also embedded in social forms that contain secular or conservative characteristics. While, the structures of these associations that operate within various ideologies can contribute to the institutional setting, they can also hinder the economic potential of a region by developing love or hate relations with the respective political structures. This forms the basis of the concept of “borrowed institutionalism” introduced in this study. Kayseri, which is one of Türkiye’s successful production centers with its unique socio-political characteristics, and predominantly home to small- and medium-sized enterprises (SMEs) appears to be a critical case to analyze the role of BAs. The findings from Kayseri case study support the idea that both secular and conservative forms of BAs can cyclically be constructive or destructive for their members and create borrowed institutionalism based on non-inclusive institutionalism.

Objective: This research was carried out to record the usage of plants, parts of this plant used, and methods of preparation by people living in 10 districts and 58 villages of Erzincan province. Material and Method: The medicinal plant species used by the local people for treatment, was collected and determined. All traditionally used information was collected; herbarium materials were prepared, They are deposited in Erzincan Binali Yıldırım University herbarium (EBYU), Erzincan Binali Yıldırım University. Result and Discussion: A total of 100 medical plants taxa pertaining to 39 families were defined in this research. Out of these, 88 species grew naturally, while 12 species were cultivated. The most widespread plant families were Asteraceae (14), Lamiaceae (8), and Rosaceae (14). Infusion was the most widely used preparation method. The utilization of traditional medicine was still extensive among the people in Erzincan. However, through increscent health service facilities in region, herbal medicine seemed to be more related to health care and illness prevention than curation. There is also the loss of traditional knowledge as it receives new immigrants. There is a gradual loss of traditional knowledge on the use of medicinal plants, both in younger generations and due to migration.

Tuysuz, Suat; Balaban, Ecem

This study investigates the spatial distribution and regional determinants of innovation in Turkey. In this study, we applied regression analysis which is called global (GR) and geographically weighted regression (GWR). The empirical analyses show that human capital as an internal resource and export as an external resource/openness are the determinants of innovation in the Turkish case. GWR showed that these predictors do not affect innovation in every region. Our method differentiates us from other studies in the literature. The research depicted an important image reflecting the policymakers' urging to take the local and regional dynamics into account and their top-down policies on innovation. The present study proves empirically that place-based approaches are needed in innovation policy.
RDL Kalıcı Kaydıİncele - ArticleYalnız künye2022Assessment of Tendency to Become a Smart City Among Turkish Cities in the Context of Underdevelopment: An Empirical Analysis
Tuysuz, Suat; Yazar, Ahmet; Manga, Muge
More than half of the world's population lives in cities, which creates serious pressure on cities. Eliminating this pressure is important for the sustainability of cities, as well as for improving the quality of urban life. In this context, the smart city model has recently been utilised to address urban sustainability challenges and enhance the quality of urban life. The model has a framework aimed at overcoming the mentioned issues through the use of technology. This model has begun to be included in upper-scale policy documents all around the world, along with Turkey. However, the human and physical entities that make up the components of the smart city differ spatially within the country, which points to the problem that the smart city model cannot be equally effective everywhere. Therefore, this study aims to demonstrate the trend of NUTS 3 regions in Turkey to become smart cities based on variables considered the most important components of a smart city, such as technological infrastructure, human capital, and governance structure. In order to achieve this goal, cluster analysis was applied to these variables. The analysis has revealed that there are five different clusters in Turkey that differ from each other in terms of the tendency to become smart cities. The findings indicate that smart city applications cannot be used equally effectively and efficiently in each region in parallel with the differentiation of the level of development.

The COVID-19 outbreak has deeply affected the global economy of most countries and Turkey is no exception. However, the impacts of the outbreak differ on a regional basis, and both scientists and policymakers have neglected this regional differentiation. In an attempt to redress this situation, our study aimed to reveal the regional disparities related to the economic impacts of the outbreak and the dynamics that created this differentiation in Turkey. Our statistical analyses were carried out based on two different periods. The first period covered the first trimester when the outbreak began, and several shutdowns were implemented. The second period covered the second trimester when society began to open up again. The first trimester was termed the shock period, and the second trimester the recovery period. We developed a resilient–vulnerability index based on selected variables such as employment, energy consumption, exports, and the number of companies established and closed using a location quotient (LQ) analysis. While our index offers a picture of resilient and vulnerable regions, we also used this index as a dependent variable in our study. In the second stage, we focused on what kinds of dynamics gave rise to the resilience or vulnerability of a region. Our findings revealed that regions are economically affected by the outbreak at different levels. The regression analysis results showed that the innovation capacity and export levels of the regions predict regional resilience negatively, while firm size predicts positively. The recovery of regions also differed regionally. Our analyses show that Turkish regions with relatively larger economies recover more slowly, while regions with smaller economies recover more quickly.
RDL Kalıcı Kaydıİncele - ArticleAçık Erişim2021The geography of women employment and regional convergence
Tuysuz, Suat; Mutlu, Kader
The development of lagging regions and the reduction of income differences between regions have been discussed both in the world and in Turkey for many years. So much so that minimizing regional differences is used as an indicator of development. This study has a framework that addresses regional differentiation in Turkey through the phenomenon of underemployment. A situation where labor is not in the production process in a region is defined as underemployment. In this sense, income level of regions is also directly related to whether they can use their current potential. In this study, regional differences in terms of the proportion of women in total employment will be illustrated and it will be revealed whether there is any convergence in this sense. In this regard, we used the insured numbers for the period covering 2008 2019. As a result of the analysis, it is found that the proportion of women employment in Turkey is rising steadily. The steady rising give rise to that certain regions tend to converge, some regions diverge, and some regions stable. Accelerating convergence can occur based on regional and gender-based policies. This, in turn, is important in terms of ensuring economic progress and reducing regional differences.
RDL Kalıcı Kaydıİncele - ArticleAçık Erişim2020Seçimlerde Komşusundan Ayrıksılaşan İlçeler ve Ayrıksılaşmayı Sağlayan Dinamikler
Tuysuz, Suat; Gulmez, Recep; Mutlu, Kader
RDL Kalıcı Kaydıİncele - ArticleYalnız künye2020Universities as a transformative micro-geography and locality-universality paradox
Tuysuz, Suat
Universities that shape the future and lifestyle society are micro-geographies where change and transformation are experienced both individually and socially. The role of universities in this change and transformation follow a parallel process alongside the social and cultural environment they create. The framework of this research is to determine the locality of the universities according to the provinces and the region the students come from. In this context, the provinces where students enrolled in each university from the YÖK database are used. The data was classified as NUTS 2, 3 and classified with respect to the provincial border neighbours of the universities. A location quotient (LQ) analysis was applied to the data and as a result of the analysis, the LQ of the universities were obtained. The average of the LQ of universities constituted the LQ of the provinces. In the second stage, the relationship between the LQ and per capita income status of the province was examined. Results indicate that significantly higher localization exists than the reference value (1.25) for each university in Turkey but with regional differentiation. In addition, the relationship between the LQ of the provinces and the income status is at a moderately negative level.

Tuysuz, Suat; Gürel, Melek Eryentu; Gülmez, Recep
In Turkey termination of a mixed university student residence' policy was put into practice by the Ministry of Youth and Sports in 2013. This policy has created an actual situation that proposes the placement of male students in the residences that are close to the center, and the female students in the student residences in locations that can be considered deserted and remote for women in Erzincan. The sample of this study is composed of 459 people, including both male and female students, who live in all Higher Education Student Loan and Housing Board (HESLHB) residences in the city. The surveys conducted on the sample form the data of the research. The data were analyzed with independent sample t-test and ANOVA test The findings show that the policy on the termination of mixed residences, which may be referred to as the gendering of space, creates gender inequity. The results of the study show that the visibility of female students in public-urban areas has been limited in line with conservative and patriarchal policies which delimits their right to the city. However, it shows that this results in the fact that male students are pushed into a more financially disadvantaged position.

RDL Kalıcı Kaydıİncele - Book ChapterYalnız künye2020IS THE “NEW” TURKEY PARADIGM SHIFTING FROM WEST TO EAST? AN ANALYSIS OF THE RELATIONSHIP BETWEEN EXPORTATION REGIONS AND INNOVATION
Tuysuz, Suat
Knowledge is the most important resource and learning is the most important process to advance the level of development and technology within particular regions or countries. There are, of course, several ways in which countries can increase their technological levels. One of the most important ways is by exporting. This is called ‘learning by exporting’ in the relevant literature. Studies conducted in this area show that exporting not only contributes to technological learning and productivity, but also exports are important for obtaining the kind of knowledge that cannot be simply gathered from the domestic market. It is through this type of economic interaction that gives rise substantial increases in the various levels of innovation. A unique study of these economic realities is Turkey. Although the amount of exports from Turkey is increasing, the regions where exports are sent are changing significantly. Specifically, the rate of total exports with Near and Middle Eastern countries has continued to increase over the last decade. In sum, the rate of decline in exports to developed countries (like OECD and EU countries) is being replaced by exports to developing and underdeveloped countries. In other words, while the ratio of total exports to OECD and EU country groups declines, the proportion of Turkey’s exports to developing and underdeveloped countries increases. This economic picture is connected with the political discourse referred to as the “New” Turkey. The concept of the “New” Turkey finds its roots in Islamic and conservative values and also carries connotations that promote refocusing on developing relationships with the leadership of developing countries rather than increasing contact with developed Western countries. In this context, the aim of this study is to demonstrate the possible effects in the economic field on Turkey’s development in the midst of this political paradigm shift under the “New” Turkey slogan. The study aims to show statistically how the changes in the export regions within Turkey will be reflected in Turkey’s technology production and in its technological transfer process. Regression analysis was performed for the statistical data. The findings of the research reveal that the characteristics of the export regions have continued to have an impact on economic innovation. In this context, the results of the regression analysis show that exports to developed countries would indeed make the region more innovative. This research empirically reveals that the regional shift experienced within the framework of the “New” Turkey discourse will have a negative impact on Turkey’s innovation capacity and economic development. The analysis shows that countries that export to developed countries will experience increased innovative productivity. The conclusion that can be drawn from this is that the characteristics of the regions where economic contact is being fascilitated will either accelerate or slow the economic development of those countries. The findings of the study suggest that the location you turn to will affect your future.
RDL Kalıcı Kaydıİncele - ArticleYalnız künye2019Instrumentalisation of gerrymandering in recentralization in turkey: the case of ankara
Tuysuz, Suat; Gulmez, Recep
The aim of this research is to demonstrate empirically that gerrymandering takes place specifically in the municipal elections which first started by the law 6360 in 2012 and not only leads to expansion of the political power’s hegemony while limiting the opposition party’s electoral boundary but also centralization. In order to prove this argument, civil voluntarism model, which deals with the relationship between electoral behaviors and voter’s profile, was used. We use data on voter qualifications and election results from the Turkish Statistical Institute (TSI) and the Supreme Electoral Board (SEB), two state institutions. And we also used an economic data we created from a real estate website. The findings show that the areas dominated by the opposition party are shrinking. Furthermore, the findings show that the ruling party that made this regulation tended to be centralized to the extent that it did not leave its domination areas to their local representatives. In this case, the regulation cannot be seen as a simple arrangement about only expanding of electoral boundaries. It also shows that mobilizes the dynamics of recentralization in Turkey and the place is instrumentalized for this purpose.
