Investigation of the effect of building-based assessment on flood hazard evaluation

Kurt, Zeynep Ö.; Kankal, Murat; Yüksek, Ömer

The aim of this study is to investigate the effect of building-based assessment on flood hazards. Değirmendere, which is one of the most important basins of the Eastern Black Sea Region of Turkey, was selected as the study area. Flood hazards for discharge values with different return periods of this region were found using; the damage percentages table recommended by the Huntington Civil Engineers Association (HCEA), the Van Eck and Kok depth-loss curves, and the equation obtained by Pistrika and Jonkman. The calculations were performed both for building-based and for the region-based and compared. Furthermore, the damage rates obtained for each building on a building-based were graded and shown on the map. It was determined that the damage on individual building-based estimation for Q1,000 calculated more than to the one on region-based 154% and 17% for the damage percentages table recommended by the HCEA, Van Eck and Kok depth-loss curves, respectively. Otherwise, it gave 11% less damage estimation for the equation obtained by Pistrika and Jonkman. Furthermore, it was concluded that the increase in damage from Q50 to Q100, from Q100 to Q500, and from Q500 to Q1,000 was between 16%-30% according to building-based damage estimation.

A Practical Design Guide for Unbonded Jointed Plain Concrete Roads over Deteriorated HMA Roads: Realistic Traffic Loading

Baş, Fatih İrfan; Bayrak, Osman Ünsal; Bayata, Halim Ferit

This study aimed to determine the material properties and the thickness of the layers of an unbonded jointed plain concrete pavement design over a deteriorated flexible pavement that lost its service capability. Maximum principal stresses occurring under the concrete pavement should not exceed the modulus of rupture of the concrete. Three-dimensional finite element analyses using ANSYS (Release 18.1 SAS IP, Inc.) software were carried out with the Taguchi method. The most reliable solution for the pavement design was investigated with whole configuration axle loading that reflects the realistic traffic situation. The stress values under the concrete slab due to the positive temperature gradient neglected in the American Association of State Highway and Transportation Officials (AASHTO) method were also investigated. The concrete slabs are exposed to these stresses for longer than the axle loads. Temperature distributions throughout the thickness of the concrete slab were calculated with the bilinear formulas suggested in the study. Axle loadings were applied on both the pavement edge and corner to reflect the most critical loading condition in the pavement design. The critical axle type was found to be 1.2. It was observed that a 0.15 m concrete thickness was appropriate for the concrete class, joint spacing and hot mix asphalt (HMA) elasticity modulus levels used for the 1.22, 1.122, and 1.2 + 111 axle types, but it was not appropriate for the 1.2 axle types. The slab thicknesses calculated with the AASHTO method, and the finite element method were found to be close to each other. It was determined that the concrete thickness significantly affected the maximum principal stress, with a performance statistic (S/N) value of 1692 for the 1.2 axle type. This was followed by the modulus of elasticity of the concrete with an S/N value of 0.356, the modulus of elasticity of the existing flexible pavement with an S/N value of 0.244, and the concrete joint spacing with an S/N value of 0.105. A practical design guide was recommended to extend the service life of a highly deteriorated flexible pavement with the construction of unbonded jointed plain concrete.

Network Simulation on the Evaluation of Urbanization in Turkey against the COVID-19 Pandemic

    Nişanci, Murat; Soyyiǧit, Semanur

The COVID-19 pandemic, which began as an international health crisis, has quickly become an economic crisis on both national and global scale. As economies are linked through global value chains, this crisis has significantly affected the global economy. The strict measures to prevent the rapid spread of the virus negatively affected the supply and demand relations. In this study, the authors examine the inter-provincial supply-demand relations in Turkey via a complex network analysis. The analysis has the following two stages: examination of topological properties and simulation estimates. The topological analysis reveals the complexity and core-periphery structure of the inter-provincial trade network. Istanbul comes to the forefront as the strongest node in the network in terms of both supply and demand. Simulation results reveal that such economic dependence on Istanbul alone makes the inter-provincial trade system more vulnerable against supply or demand shock.

Analysis of car park etudes with different statistical methods and modeling with GIS: Erzincan province case; [Otopark etütlerinin farklı istatistiksel yöntemler ile analizi ve CBS ile modellenmesi: Erzincan ili örneği]

Mazlum, Yusuf; Bayata, Halim Ferit; Baş, Fatih İrfan; Çolak, Muhammet Ali; Bayrak, Ünsal

Rapidly changing lifestyles, rising expectations, and increased private vehicle ownership have caused increases in the number of urban trips. All these changes that have appeared in time have made the parking requirement more important every day. Parking surveys have been required to determine what actions to be taken leadingly during the location selection and building processes of the parking areas to be built. The failure on planning parking areas correctly reveals environmental and economic problems as well as social problems. In this study, parking surveys were carried out primarily in order to determine location, types and capacities of existing car parks. The capacity and locations of the new parking areas have been determined considering five-year traffic increases. The points where parking needs were most needed were determined counting the vehicles parked at 44 separate on-road parking areas in the city center of Erzincan, where parking fees are charged by the municipality. In determined parking areas, statistical analyses were performed with spatial analysis outputs, artificial neural networks and time series analysis methods counting the vehicles parked regularly during daylight hours for one year. Solutions were offered to reduce parking load in traffic identifying new correctly located car parking areas in Erzincan city center. In the light of the analysis results, the location and capacities of the new parking areas suggested to be built identifying 6 different points in the city center were determined. In conclusion, an additional 1420-vehicle parking capacity in suggested new parking spaces was proposed as a solution-oriented approach for the parking problem in the city center.

Corridor capacity analysis with mesoscopic simulation: Erzincan province sample

Demİrİz, Ahmet Oğuz; Bayrak, Osman Ünsal; Bayata, Halİm Ferİt

Today, the existing traffic networks cannot cope-up with the increasing transportation demands and traffic volume and fail to meet the demands. This causes economic and social losses. Increasing transportation demands and traffic volume in Erzincan city center of Turkey cause the main arteries and junctions to be insufficient. In such problems, solutions are generally produced using parameters such as trip and delay durations and exhaust emissions. Another point to be considered is to ensure the improved intersections to work as a whole. In this study, the main arteries and the junctions on these in Erzincan city center were discussed. In this context, totally 14 intersections were tried to be improved. Suggestions were offered regarding delay time, travel time, queue lengths, NOx and CO2 emissions, and average speed values as the design criteria. Simulations were made in AIMSUN program for the current situation and four different scenarios. Analytical Hierarchy Process (AHP), which is one of the multi-criteria decision-making methods for the network was employed to determine which scenario was more appropriate. At the end of the study, decrease of up to 23% for travel time, 47% for delays, 48% for queue lengths, 11% for NOx, and 13% for CO2 and increase of up to 30% in average speed were obtained. According to AHP, Scenario 4 had the highest priority value among all alternatives. Moreover, the reliability of the results was ensured by supporting the mesoscopic simulation with AHP which is a multi-criteria decision-making method.

Worldwide dynamic predictive analysis of building performance under long-term climate change conditions

Congedo, Paolo Maria; Baglivo, Cristina; Seyhan, Aslıhan Kurnuc; Marchetti, Raffaele

Around the world, expected climate changes can affect indoor comfort conditions in buildings. Analysing the climate in which buildings are located is the first step towards high-efficiency design, and today it is no longer possible to ignore impending climate change. This study has provided a worldwide picture of how comfort conditions inside a building can change as external climatic conditions change. For the first time, a building is tested worldwide over a long-term period, and not just in a specific climate or a small group of climates. Several cities homogeneously distributed around the world were selected, covering all climates of the Köppen-Geiger classification. A hypothetical building was implemented with the Termolog Epix 11 software in order to monitor the operative temperature (TOP) in free-floating mode on an hourly basis and test its temperature variations in the short, medium and long term. The percentage values of the hours when the TOP is in a comfort or discomfort conditions were compared for all configurations. The results showed that the comfort conditions vary with the climate. Climate zone A displayed for most subclimates high TOP values. Climate zone B showed an irregular trend, from 2020 to 2080 the hours when TOPs fall below 20 °C decreased in most locations. Climate zone C included areas where TOPs are mostly in the comfort range. Some sub-climates in zone D show very cold climates, with an average of about 15–20% of the annual hours in the comfort zone in 2020, then increasing slightly by a few percentage points in 2080.

Investigation of the Usability of Waste Kevlars in Concrete Road Pavements

Bayata, Halim Ferit; Tunçel, Mustafa Uraz; Bayrak, Osman Ünsal; Bas, Fatih Irfan

At the present time, fiber optic cables are generally used in the communication sector. In our country, there are 324 thousand km of fiber cables including only 256 thousand km in Turk Telekom operators and 68 thousand km in other operators. These cables, which have a service life of 20 years, need to be renewed over time and the cables that are out of use are scrapped. An average of 15,000 km of cable is scrapped annually. Approximately 5 Kg of kevlars become waste in 1 km length cable. Since waste kevlars do not have a separate usage area, they cannot be recycled to the economy. In this study, the usability of the concrete produced with kevlar on the road superstructure was investigated. For this purpose, water / binder ratio (0.40, 0.45, 0.50), silica fume (%0, 5, 10 instead of cement), kevlar (0 gr / m3, 500 gr / m3, 1000 gr / m3) and polypropylene fiber (0 gr / m3, 500 gr / m3, 1000 gr / m3) are determined as mixture variables. According to the full factorial experiment design, 3 x 34 = 243 samples must be poured for each of the compressive strength, rupture modulus and elasticity modulus tests. In the case of a grand total, 729 samples are required if a full factorial experiment design is applied. For this reason, Taguchi method was used for the experimental design and optimum mixture variables that gave 28 days of flexural and compressive strength were determined by the modulus of elasticity. Considering the factor and number of the levels, the $L_9$ orthogonal array was chosen as the experimental design and the study to be performed with a total of 3x9x3 = 81 samples and 729 samples was represented. From the results of the experiment, it has been observed that Kevlar material has positive effects on the compressive, flexural and elasticity modulus values added up to 500 g / m3 in the concrete. Since polypropylene fiber and kevlar were tested together in the experiments, it is predicted that this rate will increase only in the use of kevlar. From the results, it was observed that Kevlar which is a waste material can be brought to the economy by adding to the concrete.

Politics of Space in The Context of The Right to the City and Gender: The Case of KYK Residences in Erzincan

Tuysuz, Suat; Gürel, Melek Eryentu; Gülmez, Recep

In Turkey termination of a mixed university student residence' policy was put into practice by the Ministry of Youth and Sports in 2013. This policy has created an actual situation that proposes the placement of male students in the residences that are close to the center, and the female students in the student residences in locations that can be considered deserted and remote for women in Erzincan. The sample of this study is composed of 459 people, including both male and female students, who live in all Higher Education Student Loan and Housing Board (HESLHB) residences in the city. The surveys conducted on the sample form the data of the research. The data were analyzed with independent sample t-test and ANOVA test The findings show that the policy on the termination of mixed residences, which may be referred to as the gendering of space, creates gender inequity. The results of the study show that the visibility of female students in public-urban areas has been limited in line with conservative and patriarchal policies which delimits their right to the city. However, it shows that this results in the fact that male students are pushed into a more financially disadvantaged position.

Airports' role as logistics centers in humanitarian supply chains: A surge capacity management perspective

    Polater, Abdussamet

The purpose of this study is to investigate the key factors of airport logistics surge capacity and the relationships between these elements. The findings show that successful airport surge capacity management is closely related to prioritizing the flights and operational activities; considering the influx of local people to airports and local infrastructure capacity in the planning phase; developing suitable methods to encourage people to take part in surge operations; providing uninterrupted communication in and out of airport. In view of the above-stated findings this study suggests that airports can meet the surge demand through systematic capacity planning of the existing and additional human, supply, system and space elements by considering experienced or anticipated capacity shortages in disaster conditions.

A two-stage stochastic model for location planning of temporary medical centers for disaster response

Oksuz, Mehmet Kursat; Satoglu, Sule Itir

Devastating effects of disasters and global crises on people increases the importance of humanitarian logistics studies for pre and post-disaster stages. Location planning of Temporary Medical Centers/field hospitals is one of the most important problems for disaster response. We aimed to determine the location and number of temporary medical centers in case of disasters by considering the locations of the existing hospitals, casualty classification (triage), capacities of medical centers and possibilities of damage to the roads and hospitals. Besides, we aimed to assign different casualty classes to these medical centers for emergency medical response by considering the distances between disaster areas and medical centers. For this purpose, a two-stage stochastic programming model was developed. The proposed model finds an optimal TMC location solution while minimizing the total setup cost of the TMCs and the expected total transportation cost by considering casualty types, demand, possibilities of damage to the roads and hospitals, and distance between the disaster areas and the medical cente2rs. In the model, α-reliability constraints for the expected number of unassigned casualties were also used. Besides, the model was reformulated without triage, in order to understand the impact of casualty classification on the solution of the problem. We performed a real case study for the district of Kartal expected to be widely damaged in the possible Istanbul earthquake, and a sensitivity analysis was made. The analysis of the results offer some managerial insights associated with the number of temporary medical centers’ needed, their locations, and additional hospital capacity requirements.

Multi-criteria decision-based safety evaluation using microsimulation

Bayrak, Osman Ünsal; Bayata, Halim Ferit

The choice of intersection type in a road network is one of the most important decisions to be made in transportation engineering. Capacity and level of service are the two main factors considered in the type of intersection design, but safety and economy should also be taken into account when determining the intersection type since these are equally important. A number of parameters can be used to evaluate the performance of an intersection, including travel time, average delay, queue length, fuel consumption and vehicle exhaust emissions. Adding safety and construction costs to these parameters makes decision-making more difficult. In this study, the analytic hierarchy process (AHP) was used as a multi-criteria decision approach to overcome this problem. Three intersection types were modelled and tested using Vissim software in line with the above parameters. An AHP model was then generated using the Vissim results and the AHP results and applicability were analysed.

Effect of Anchor Bars on Seismic Behavior of Infilled Walled Frames

    Kumbasaroglu, Atila

User-defined plastic hinge properties obtained experimentally are used to examine the structural behavior of bare, infilled walled frames with and without anchor bars in reinforced concrete (RC) buildings. Experimentally obtained moment-curvature relationships of structural members (i.e., beams and columns) are used to determine the plastic hinge properties of each section. Three building frames are modeled and examined for time-history analysis using 20 ground-motion records. Seismic performance levels of three buildings are analyzed to determine the effects of anchor bars. Limit states at each performance level are defined, and the multi-record incremental dynamic analysis curves are obtained; 16%, 50%, and 84% fractal curves are obtained for each case. Cumulative distribution functions are constructed to summarize the varieties in the roof-drift ratios of three RC buildings with different frame types for design-based and maximum-considered earthquake hazards. It is found that, with an increased spectral acceleration of ground motions, the probability of exceeding the performance levels of infilled walled frames in reinforced buildings is reduced with the help of anchor bars. The increased stiffness of RC buildings with infilled wall frames exhibiting lower ductility is re-gained by the absorption energy of the anchor bars.

A Path Loss Analysis on LTE Radio in Eastern Market Districts

    Çabuk, Umut Can; Dalkiliç, Gökhan

Radio propagation and path loss attenuation are subject to many research - even for LTE - throughout decades already. Nevertheless, smart city and Internet of Things concepts are emerging recently. Hence, new path loss studies are required to address new problems that come up with these. This study introduces eastern market districts, located in the heart of some big cities, as distinct areas with special needs. So, many widespread propagation models are analyzed and evaluated considering environmental properties. Consequently, the COST231 Walfisch-Ikegami model is found to be the best fit for the defined area type; hence, the need for the empirical measurements are eliminated. Finally, simulations and calculations are made using the model, in order to make inferences about the coverage, the capacity and the quality of an LTE network to serve smart city services to the area.

Energy and environmental evaluation of a pcm wall covered with novel triple glass

    Kara, Yusuf; Seyhan, Aslıhan Kurnuç

Research was conducted to investigate the performance of phase change material (PCM) walls for solar spaceheating. The PCM walls were consisted of brick walls, plasterboards containing PCMs and novel triple glazingunits. South façade of a test room was constructed using the PCM walls for heating the test room with solarthermal energy. The overall efficiency of the PCM walls was experimentally determined on a monthly basis. Inaddition to experimental analysis, a theoretical energy analysis of the PCM walls based on 10-year meanmeteorological data was performed to provide a more general conclusion about the performances of the PCMwalls. Besides, reduction in CO2 from the test room owing to PCM wall was also calculated. Theoretical analysisresults showed that, the reduction of CO2 emission on a monthly basis varied from 57 to 7% during the heatingperiod. Heating period is from October through May. Reduction of CO2 emission was 16% on an annual basis.
